(워싱턴=연합뉴스) 이우탁 강의영 이승관 특파원 = 버락 오바마 미국 대통령이 21일(현지시간) 오전 워싱턴DC 의회 의사당에서 공식 취임식을 열고 집권 2기의 출범을 대내외에 알렸다. 4년 전 미국 역사상 첫 흑인 대통령으로 역사의 한 장을 기록한 그는 2기 취임식과 함께 흑인 재선 대통령의 여정을 시작했다.

 

오바마 대통령은 이날 오전 11시51분께 존 로버츠 대법원장의 주재로 "나, 버락 후세인 오바마는 미국 대통령의 직무를 성실히 수행하고 모든 능력을 다해 헌법을 수호할 것을 엄숙히 맹세합니다"라고 취임 선서를 했다. 그는 15분여 동안 약 2천 개의 단어로 구성된 취임사를 통해 미국 헌법 서두에 나오는 "우리 국민은(We the People)"이라는 대목을 반복하면서 미국의 건국 가치와 '아메리칸 드림'의 중요성을 역설했다.

 

민주주의와 시민권의 보편적 가치를 강조하면서 앞으로 4년의 임기 동안 해결해야 할 현안에 대처하는 원칙을 제시한 것으로 평가됐다. 오바마 대통령은 "오늘 우리는 결코 끝나지 않는 여정을 이어간다"고 이날 취임식 의미를 강조한 뒤 "우리는 시대의 변화에 따라 미국 건국의 기본원칙들이 새로운 도전에 맞게 새로운 대응을 해야 한다고 믿는다"고 지적했다.

 

아울러 "우리는 이 순간에 꼭 맞는 사람들로 이 순간을 함께 잡으려 한다면 잡을 수 있다"면서 "하나의 나라, 하나의 국민으로서" 함께 난관을 극복하자고 호소했다. 그는 "모든 사람은 평등하다"는 독립선언서의 구절을 상기하면서 "삶과 자유와 행복을 추구할 권리가 있다"고 강조한 뒤 "이들 권리는 천부인권적으로 주어졌지만 이를 지켜나가는 것은 우리가 지금 해야 할 일"이라고 말했다. 그러면서 그는 자신이 역점적으로 추진해온 핵심 정책의 정당성을 강조했다.

 

오바마 대통령은 "미국은 소수만 잘살고 다수가 제 역할을 하지 못하면 성공하지 못한다. 미국의 번영은 중산층에 달렸다"며 "건강보험 비용과 정부의 재정 적자를 줄이기 위해 어려운 선택을 해야 한다. 메디케어(노인 의료보장), 메디케이드(저소득층 의료보장), 사회보장 등을 통해 서로 기여해야 한다"고 말했다. 오바마 대통령은 특히 여성과 동성애자의 권리, 이민자 등 소수계의 권리, 총기규제를 통한 아동의 보호권리 등을 동등하게 존중해야 한다고 강조했다.

 

그는 "아내와 어머니, 딸들이 노력에 맞는 평등한 소득을 얻을 때까지, 동성애 형제·자매들이 법적으로 다른 사람들과 같은 대접을 받을 때까지, 미국을 기회의 땅으로 여기는 이민자들이 환영받을 때까지, 아이들이 보호받고 소중하게 여겨지고 안전할 때까지 우리의 여정은 끝나지 않을 것"이라고 역설했다. 그는 지구온난화 위협에 대응하고 정치적 장애를 극복하기 위해 노력하겠다고 말했다. 그는 첫 임기 때 기후변화 법안을 통과시키지 못했다.

 

공화당의 반대에도 불구하고 재선에 성공한 대통령으로서 자신의 철학과 핵심 정책을 고수하겠다는 그의 태도로 볼 때 공화당과의 불편한 관계가 이어질 것으로 예상된다. 오바마 대통령은 아울러 세계 최강 미국이 국제사회에서 해야 할 역할을 수행해나가겠다고 약속했다. 그는 전 세계와 강력한 동맹을 공고히 해나갈 것이며 "미국은 지구촌 구석구석에 강력한 동맹에서 닻의 역할을 지켜나갈 것"이라고 말했다. 특히 대화와 동맹의 가치를 토대로 '끝없는 전쟁'을 배격하겠다고 강조했다.

 

그는 "우리 국민은 안보와 평화를 유지하기 위해 끝없는 전쟁이 필요한 것이 아님을 여전히 믿는다"고 말했다. 오바마 대통령은 지구촌 곳곳의 민주주의를 지지할 것이라고 확약했다. 또 "인간 존엄성과 정의라는 원칙들이 꾸준히 진전돼야 한다"고 강조했다. 오바마 대통령은 결론적으로 "미국의 가능성은 무궁하다"고 목소리를 높였다. 인종과 당파, 견해차를 떠나 위대한 미국을 건설하기 위해 대통합의 길을 걷겠다고 다짐했다.

 

뉴욕타임스(NYT)는 이날 연설에 대해 오바마 대통령이 '동성애자 권리'와 기후변화 정책의 변화를 언급함으로써 정치적 경쟁세력에 대통령의 권위를 분명히 하는 한편 자신이 규정한 현재적 의미의 자유주의를 명확히 한 것이라고 평가했다. 또 1기 취임식 때보다 자신의 색채를 분명히 했다고 설명했다.

 

오바마 대통령은 내달 상하원 합동회의에서 발표하는 연두교서에 향후 4년을 겨냥한 세부 정책 지향 등을 밝힐 것으로 보인다. 비교적 포근한 날씨 속에 진행된 이날 오바마 2기 취임식은 4년 전 첫 취임식에 비해 작지만 엄숙하게 진행됐다. 공식 취임식에는 대략 60만∼70만 명의 군중이 몰려들었다. 4년 전 1기 취임식 때는 180만 명이 운집했다.

 

이날 취임식의 주제는 '우리 국민, 우리 미래(Our People, Our Future)'이다. 오바마 대통령은 취임 선서를 할 때 에이브러햄 링컨 대통령과 마틴 루서 킹 목사가 쓰던 성경 2권 위에 손을 올렸다. 미국의 실업률이 7%가 넘는 상황에서 지난해 11월 재선에 성공한 오바마 대통령의 앞으로 4년은 힘든 여정이 될 것으로 전문가들은 전망했다.

 

오바마 2기 주요 과제로는 중산층 증세 억제와 부자 증세 관철, 이민개혁, 총기규제 강화 등이 거론되지만, 공화당이 하원을 장악한 상황에서 원활한 국정 운영이 힘든 상황이다. 또 부상하는 중국에 대한 적절한 대책, 중동 사태와 이란ㆍ북한 문제의 대처 등 국제 현안도 쌓여 있다. 앞서 오바마 대통령은 헌법에 규정된 취임일시(1월20일 낮 12시)를 지키려고 일요일인 20일 백악관에서 취임 선서를 했다. [lwt@yna.co.kr, keykey@yna.co.kr, humane@yna.co.kr]

국가부채 해결 위해 단결 호소 예상

버락 오바마 미국 대통령이 21일(현지시간) 열리는 재선 취임식에서 어떤 화두를 내놓을지 세계의 이목이 집중되고 있다. 앞으로 4년간 세계 최강대국을 이끌 국정 최고책임자의 국정철학과 비전, 대국민 메시지를 담고 있다는 점에서 다른 나라에도 큰 영향을 주는 탓이다. 특히 올해는 제16대 대통령 에이브러햄 링컨이 노예해방을 선언한 지 150주년이 되는데다 마틴 루터 킹 목사가 인종차별에 항거하며 "나에게는 꿈이 있다(I have a dream)"는 명연설을 한 지도 꼭 50주년이 되는 만큼 '언어의 연금술사'로 불리는 오바마 대통령의 입에 쏠리는 관심이 각별하다.

 

 

일단 오바마 대통령 역시 역대 대통령의 명연설처럼 시대정신을 담아 국가적 위기 극복과 국민적 단결을 호소할 것으로 전망된다. 백악관과 미국 주요 언론들도 오바마 연설의 키워드로 '통합'을 예상하고 있다. '우리의 국민, 우리의 미래(Our People, Our Future)'라는 취임식 주제가 암시하듯 지난 대선 과정에서 불거진 백인과 흑인, 부자와 빈자의 대립을 봉합하자고 주장할 것으로 전망된다.

 

특히 현재 미국 정치ㆍ경제의 최대 골칫거리로 떠오른 국가부채 문제를 해결하기 위해 대통합이 어느 때보다 절실하다는 점도 강조할 것으로 예상된다. 미국은 오는 2월 말까지 현재 16조4,000억달러로 묶여 있는 국가부채 법정 상한선을 올리지 못하면 디폴트(채무불이행)에 빠지게 된다. 빌 클린턴 전 대통령의 연설문을 작성했던 제프 쉐솔은 19일 뉴욕타임스(NYT)에 기고한 글에서 재정절벽, 국가부채, 총기 규제 등으로 국론이 분열된 상황을 언급하며 "오바마 대통령이 연설에서 통합을 강조할 가능성이 높다"고 말했다.

 

다만 오바마 대통령은 통합을 강조하는 방안을 두고는 고민에 빠져 있는 것으로 알려졌다. 공화당 지지자들을 설득하는 동시에 강인한 리더십도 부각시켜야 하는 탓이다. CNN은 소식통들이 "오바마 대통령이 공화당을 직접 비난할 것"이라고 전하는가 하면 "정치권이 공통분모에는 합의해야 한다며 완곡 어법으로 표현할 것"이라고 주장하는 등 증언이 엇갈리고 있다고 전했다.

 

현재 오바마 대통령은 연설문을 완성하지 않은 채 수정을 거듭하고 있는 것으로 보여 결국 오바마의 연설은 취임 당일이 돼야 알 수 있을 것으로 보인다. 16일 제이 카니 백악관 대변인은 "연설을 미리 공개하지 않을 것"이라며 "모두가 알듯이 오바마 대통령은 연설문에 굉장한 공을 들이며 지금도 마찬가지"라고 말했다. 카니 대변인은 "오바마 대통령이 미국인이 자신에게 재선 기회를 준 것에 굉장한 감사의 표시를 할 것은 확실하다"고 밝혔다.

 

오바마 대통령은 대선 승리 직후부터 오랜 동료인 존 파브로와 취임사와 관련한 협의를 해왔다. 파브로는 오바마 대통령의 첫 번째 취임사를 비롯해 굵직굵직한 각종 연설문 작성을 도맡아온 인물이다. [이태규기자 classic@sed.co.kr]

Their memories are short. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end.
