The South Korean man taken into custody after allegedly attacking the US ambassador to Seoul on Thursday morning has been identified as a pro-North Korea activist opposed to America's involvement in Korean affairs. Kim Ki-jong was seized by the security detachment accompanying Mark Lippert, who was only appointed ambassador last year, but not before he had slashed the envoy's face, arms and wrist with a paring knife with a 10-inch blade.

Mr Lippert, 42, had been about to have breakfast before delivering a speech at a venue in central Seoul at around 7.40 a.m. when Kim attacked him from behind, as he yelled "No war. South and North Korea should be reunified."

Video footage broadcast on South Korean television shows Mr Lippert clutching a handkerchief to his cheek and with blood dripping from his left hand. He was rushed to a nearby hospital before being transferred to another hospital in western Seoul to undergo an operation. Mr Lippert has since undergone 2.5 hours of plastic and orthopaedic surgery for the wounds to his cheek and wrist and is expected to remain in hospital for 2-3 days.

"We strongly condemn this act of violence", a spokeswoman for the State Department said. Kim is well-known to South Korean authorities and was arrested in 2010 for hurling blocks of concrete at the Japanese ambassador as he gave a lecture in Seoul. Kim was protesting against Japan's claim to two rocky islands between the Korean peninsula and Japan that are occupied South Korea but claimed by Tokyo.

Seoul knows the islands as Dok-do, but Japan insists they are Japanese territory and should be known as Takeshima.

The head of Uruimadong Dok-do Keepers, Kim was sentenced to two years in prison, suspended for three years, for his outburst in 2010. Three years earlier, he had set himself on fire outside the president's official residence in Seoul in protest at the failure of the police to investigate an attack on another member of his group. Kim's attentions appear to have shifted to opposition to Washington's influence in Korean affairs.

Before he was subdued, Kim, who was dressed in a modern version of the traditional Korean hanbok, shouted slogans demanding that the two Koreas be reunited and against the joint US-South Korean military exercises that started this week, with news agency Yonhap reporting that he had written Internet messages expressing his opposition to the Key Resolve and Foal Eagle manoeuvres. "If the two countries reduce the scale and period of the exercises, North Korea would respond accordingly", he wrote, adding that the exercises were also to blame for North Korea cancelling plans to hold a reunion of families separated in the North and South since the end of the Korean War in 1953.

Pyongyang has issued its own strong condemnations of the military exercises, claiming they are part of a concerted effort to bring down the North Korean regime. To demonstrate its displeasure at the drills going ahead, North Korea fired two short-range missiles on Monday and South Korean intelligence has warned that the North may be preparing to fire a larger ballistic missile in the coming days.

South Korean authorities said Kim visited North Korea on six occasions between 2006 and 2007 and also attempted to set up a memorial altar in central Seoul to Kim Jong-il after the North Korean leader died in December 2011. Lee Wan-koo, the South Korean prime minister, has expressed his "regret" over the incident and ordered new security measures to be implemented to ensure that a similar attack cannot take place again.

Media images showed a stunned-looking Lippert staring at his blood-covered left hand and holding his right hand over a cut on the right side of his face, his pink tie splattered with blood.

The U.S. State Department condemned the attack, which happened at a venue in a performing arts center in downtown Seoul as the ambassador was preparing for a lecture about prospects for peace on the divided Korean Peninsula, and said Lippert's injuries weren't life threatening. Lippert was in surgery at Seoul's Severance Hospital, a hospital official said, speaking on condition of anonymity because the operation was still underway. The official didn't have details on the severity of the injuries.

YTN TV reported that the suspect — identified by police as 55-year-old Kim Ki-jong — screamed during the attack, "South and North Korea should be reunified."

A witness, Ahn Yang-ok, the head of the Korean Federation of Teachers' Associations, told YTN that Lippert had just been seated for breakfast ahead of the lecture organized by the Korean Council for Reconciliation and Cooperation when a man ran toward the ambassador from a nearby table. A separate, unidentified witness said that as Lippert stood up for a handshake, the suspect wrestled the ambassador to the ground and slashed him with a knife.

Yonhap TV showed men in suits and ties piled on top of the attacker, who was dressed in a modern version of the traditional Korean hanbok, and Lippert later being rushed to a police car with a blood-soaked handkerchief pressed to his cheek. The suspect also shouted anti-war slogans after he was detained, police said.

A police official, speaking on condition of anonymity because the investigation was still happening, said the suspect in 2010 threw a piece of concrete at the Japanese ambassador in Seoul. South Korean media reported that in August 2010 that Kim Ki-jong was sentenced to a three-year suspended prison term over the attack. Kim, who was protesting Japan's claim to small disputed islands that are occupied by South Korea, missed the ambassador with the concrete and hit his secretary instead, the reports said.

Kim also reportedly tried to set himself on fire with gasoline while protesting in front of the presidential Blue House in October 2007. He was demanding a government investigation into an alleged 1988 rape in Kim's office, according to news reports. South Korea's Foreign Ministry released a statement condemning the attack and vowing a thorough investigation and strengthened protection of embassies.

The suspect's reported comments Thursday on Korean reunification are likely linked to lingering, deep divisions in South Korea that stem from the 1950-53 Korean War. The rival Koreas have been divided for decades along the world's most heavily armed border. The U.S., which backed South Korea during the war against China-backed Pyongyang, still stations 28,500 troops in South Korea as a deterrent against North Korea, and some South Koreans see the U.S. presence as a barrier toward a reunified Korea — a view North Korea's propaganda machine regularly pushes in state media.

Anti-U.S. protesters in Seoul have recently been demonstrating to voice opposition to annual U.S.-South Korean military exercises that North Korea says are preparation for an invasion. Seoul and Washington say the drills, which will run until the end of April, are defensive and routine. North Korea each year reacts with fury to the drills, which the impoverished country is forced to respond to with drills and weapons tests of its own. In 2013 it threatened nuclear strikes on Washington and Seoul, and on the first day of this year's drills, Monday, it test-fired short range missiles in a demonstration of anger.

Lippert, 42, became ambassador in October of last year and has been a regular presence on social media and in speeches and presentations during his time in Seoul. His wife gave birth here and the couple gave their son a Korean middle name. Lippert was formerly the U.S. Assistant Secretary of Defense for Asian Affairs and a foreign policy aide to President Barack Obama when Obama was a U.S. senator. Obama called Lippert after the attack to express his prayers for a speedy recovery, the White House said. "We strongly condemn this act of violence," State Department spokeswoman Marie Harf said. She had no other details.

TOKYO — The U.S. ambassador to South Korea, Mark Lippert, was attacked by an armed assailant at a seminar in central Seoul where he was scheduled to give a lecture Thursday morning.

Television reports from Seoul showed Lippert, a former assistant secretary of defense and adviser to President Obama, bleeding from his head and hand at the Sejong Center for the Performing Arts, across the road from the U.S. Embassy. Police said he was attacked with a 10-inch fruit knife. According to reports, the attacker yelled: “No war! The two Koreas should be unified.”

서울에서 텔레비전 뉴스는 전 오바마 대통령의 국방 차관보와 고문이었던  리퍼트가 미국 대사관 길 건너편, 세종문화회관에서 그의 머리와 손에 피를 흘리는 모습을 보여주었다. 경찰은 그가 10 인치 과일칼로 공격을 받았다고 말했다. 뉴스에 따르면, 공격자는 "전쟁은 안돼! 남 북한은 통일되어야 한다."고 외쳤다고 한다.

 

Yonhap News Agency reported that Lippert was bleeding heavily and was taken to a nearby hospital. An embassy spokesman said that Lippert was in a stable condition. State Department spokeswoman Marie Harf said the ambassador’s injuries were not life-threatening. “We strongly condemn this act of violence,” she said in a statement. Obama called Lippert to “wish him the very best for a speedy recovery, ” National Security Council spokeswoman Bernadette Meehan said.

Yonhap reported that the assailant, identified as Kim Ki-jong, 55, was immediately apprehended. He is a member of the Korean Council for Reconciliation and Cooperation, which organized the seminar, police said. Kim grabbed Lippert in the hall and slashed at him about three times toward the right side of his face and his left wrist, the news agency reported.

In July 2010, Kim threw a piece of concrete at the Japanese ambassador to South Korea and received a suspended two-year jail sentence, Yonhap reported. Since arriving in Seoul last summer, Lippert has established himself as a down-to-earth, approachable ambassador. Unusually, he walks the short distance from his official residence to the embassy most days, greeting Koreans along the way.

He can also be seen early in the morning and at night walking his basset hound, Grigsby, in the area of central Seoul where his residence, the embassy and the Sejong Center are all located. He has even set up a Twitter account for Grigsby, @grigsbybasset, where he posts pictures of himself and the dog around Seoul.

Lippert and his wife, Robyn, had their first baby in Seoul earlier this year and gave the boy a Korean middle name — he’s called James William Sejun Lippert — which was widely reported in Korean media. But despite Lippert’s efforts at outreach, the American presence in Korea remains controversial. There are more than 25,000 U.S. troops in the South, guarding against the threat from North Korea, and some Koreans resent their continued presence 60 years after the end of the Korean War.

The United States condemned the "act of violence" which left the ambassador bleeding profusely from a deep wound on his right cheek and saw him rushed to hospital where his condition was described as stable. Witnesses described how a man with a blade concealed in his right hand had lunged across a table at Lippert at a breakfast function at the Sejong Cultural Institute in central Seoul.

The assailant, dressed in traditional Korean clothes and identified as Kim Ki-Jong, 55, was immediately wrestled to the ground and taken into police custody. As he assaulted Lippert, Kim screamed a slogan in favour of reunifying the divided Korean peninsula, and later shouted his opposition to joint US-South Korea military exercises that began on Monday.

Video footage showed the ambassador being rushed out of the building holding one hand to his bleeding right cheek, and his other hand smeared with blood with an apparent wound to the wrist. The 42-year-old envoy was bundled into a police car and taken to a nearby hospital, where he was initially treated before being transferred to the prestigious Severance Hospital.

District police chief Yoon Myung-Soon said Kim had slashed the ambassador with a 25-centimetre (10-inch) paring knife. "We have detained him and are investigating the cause of the attack and other circumstances," he said.

The US State Department confirmed Lippert's injuries were not life-threatening and said it "strongly condemned this act of violence". The White House said President Barack Obama had called the ambassador "to tell him that he and his wife Robyn are in his thoughts and prayers, and to wish him the very best for a speedy recovery".

Lippert was part of Obama's inner circle during the then senator's rise to the White House. He took on senior roles in national security and defence after the 2008 presidential campaign, before becoming ambassador to Seoul in October last year.

South Korean President Park Geun-Hye condemned the "intolerable" assault, saying it was tantamount to an attack on the South Korea-US military alliance. Park, who is currently on a tour of Gulf states, vowed a "thorough investigation," while the foreign ministry said it would beef up security for foreign envoys.

A spokesman for the Korea Council for Reconciliation and Cooperation, which hosted the breakfast function, apologised for the lack of security at the event. "This man suddenly jumped out of the audience seat when the breakfast was about to start at the table," the spokesman said. "Other people tried to stop him but the situation unfolded too quickly," he added."

Kim runs a small activist group that pushes for reunification with North Korea and regularly organises protests against Japanese territorial claims to a group of small islands controlled by South Korea. As he was being taken from the police station for treatment on an injured ankle, Kim told reporters he had been planning the attack for 10 days.

According to intelligence sources cited by the Yonhap news agency, Kim visited North Korea six times between 2006 and 2007 and tried to erect a memorial in Seoul to the late North Korean leader Kim Jong-Il after his death in late 2011.

Writing on the group's blog on Tuesday, Kim had complained that the joint US-South Korea drills were blocking dialogue between North and South Korea and preventing reunions for family members divided by the 1950-53 Korean War.  The annual exercises kicked off earlier this week, triggering a surge in tensions with the North.

Nearly 30,000 US troops are permanently stationed in South Korea and the United States would assume operational command in the event of an armed conflict with the North. Lippert has proved a popular ambassador, tweeting regularly about his life in Seoul and setting up a tongue-in-cheek Twitter account for his dog, Grigsby. His wife recently gave birth in Seoul and the couple gave their son a Korean middle name Sejun.
